Manager, Quality Assurance

  • Being the HKCAD approved AOC post holder, manage and monitor compliance with the requirements of the AOC Maintenance Support Arrangement (MSA);
  • Ensure all Hong Kong Air Cargo Carrier aircraft Certificates of Airworthiness are renewed in a timely manner with the HKCAD. Coordinate on test flight of aircraft (if necessary) and ensure CMR is properly issued;
  • Notify the GM Maintenance and Engineering whenever deficiencies emerge which require his attention in respect of finance and the acceptability of standards; and advise the GM Maintenance and Engineering and Management of service providers on repetitive defects or significant failure by random defects review or product sampling audit. Report to company Accountable Executive if necessary;
  • Liaise with HKCAD on matters pertaining to the airworthiness of fleet;
  • Coordinate with service providers on any mandatory reporting to HKCAD of accidents/ incidents of aircraft that could hazard safety and airworthiness;
  • Manage and monitor the maintenance management functions (Fleet and Inventory Technical Management, Maintenance Services, etc.) contracted out to Services Providers;
  • Performing audit of approved suppliers / vendors / contractors as required by the company, in providing contracted-out services and maintenance work. Manage the Quality program to ensure that aircraft are maintained in accordance with the company’s requirements;
  • Ensure the required technical records to be properly preserved until a date two years after the aircraft has been destroyed or has been permanently withdrawn from use;
  • Manage the system for monitoring and/ or amending the Maintenance Management Exposition as per HKCAD requirements. Organize amending the Engineering Procedures Manual (EPM) accordingly;
  • Responsible for coordinating and supporting the SMS of the Company;
  • Ensure the necessary Technical Publications are controlled and updated in a manner approved by HKCAD;
  • Assessing and evaluating maintenance training needs in consultation with GM Maintenance and Engineering and establish training programs as necessary in view of human factors, air legislations, Company procedures, changing practices & procedures etc. to ensure the competence of maintenance staff within the company and from associated contractors and /or subcontractors. Performing any training follow up and holds the qualification/experience and training records of all related personnel;
  • Taking the necessary corrective action resulting from quality discrepancy reporting system;
  • Make the QA budget and implement after it is approved by the company;
  • Manager Quality Assurance may delegate part of his responsibilities to the Quality Assurance Engineer who is under his/her direct supervision. And should the Quality Assurance Manager be absent, the quality surveillance and monitoring will be taken care of by the GM Maintenance and Engineering. However, the ultimate responsibility still remains with the Manager Quality Assurance;



  • Accepted/approved by HKCAD;
  • 15 years AOC/MRO areas with appropriate QA experiences;
  • Holding aircraft engineering Degree/diploma;
  • Holding Aircraft Maintenance License with type certified;
  • Attended HKCAD Airworthiness Course or equivalent;
  • Completed an approved auditor training course (e.g. ISO 9000 Lead Auditor Course);
  • Experienced in the company systems and procedures (including CMR process, mandatory occurrence reporting process and defects management) and technically knowledgeable of the aircraft being operated;
  • Have knowledge of Safety Management System.
